Department of City Planning

The Department of City Planning (DCP) has developed an Adopt-A-Lot Program, which allows residents and groups to build temporary edible, flower, and rain garden projects on vacant City-owned lots.  The program, passed November 2015 by City Council, grants licenses and leases for use of City-owned property as well as the sale of what is grown onsite, through a “market-stand lease.”

Need Development Advice?

DCP offers pre-application meetings to advise and inform applicants of the City’s development review process as it relates to planning and zoning. Approval from the Zoning & Development Review division is the first step to obtaining a building permit in Pittsburgh.

If you've got a project in mind but don't know where to start, we can help you navigate the development review process successfully!

 The City of Pittsburgh will redesign the Broadway Avenue streetscape in Beech­view from  Fallowfield Station to Wenzell Avenue. The project, currently in the design phase for construction,  will be based on the 2011 SMART TRID study and a result of engaging neighborhood residents,  community groups and stakeholders.

Pittsburgh's riverfronts are booming. How can our rivers continue to balance current uses, new development, recreation, and an improved environment? We invited representatives from five cities across the U.S. to share lessons they learned while creating waterfronts that strive to work for everyone. We also introduced the City's Riverfront Zoning Project.

Applicants seeking guidance regarding the permitting of Medical Marijuana facilities in the City of Pittsburgh should contact the Division of Zoning & Development Review for more information.  Along with general guidance on the approval procedures, staff can provide Zoning Verification Letters to Applicant's seeking a license from the Commonwealth of Pennsylvania to operate a Medical Marijuana facility.  Although these letters do not constitute final project approval, they clarify the general legality of, and approval procedures for, Medical Marijuana facilities within Commercial and Industrial Districts in the City of Pittsburgh.  The Civic Leadership Academy is a free, 10-week course that encourages more informed, effective and inspired community and civic leadership by giving City residents an opportunity to learn about their local government.

 On January 18th we held the third of three community meetings for the Re-Envisioning  Smallman Street project. Over the course of several months, more than 130 community  members and stakeholders gathered at the Society for Contemporary Craft to help finalize the  vision for the future of Smallman Street between 16th and 21st Streets. Informed by public  feedback, the design team has crafted a draft concept plan that reimagines how the street can be used to accommodate existing vehicular activities, and provide space for increased public use. The draft plan provides for improved infrastructure and safety, and will enhnace the experience of all street users.

 Mayor William Peduto, the City of Pittsburgh Departments of Permits, Licenses and Inspections  and City Planning today announced buildingeye, a new public website mapping tool designed to  make building permit, license and code enforcement actions within the City of Pittsburgh more  accessible.

 The Office of Public Art (OPA) is collaborating with City of Pittsburgh’s Welcoming Pittsburgh initiative and the Department of City Planning to produce four artist residencies in the public realm. OPA released a Request for Qualifications to identify four organizations that serve  Pittsburgh’s immigrant communities to participate in the program. Organizations will receive a $10,000 stipend. The deadline to apply was October 2, 2016 at 11:59 PM.

 On Thursday, May 26, 2016, the Department of City Planning presented a proposal to connect the neighborhoods of Highland Park, Friendship, East Liberty, Garfield and Shadyside with bicycle facilities along Negley Avenue. The Uptown EcoInnovation District project this week was named one of the top 100 projects worldwide addressing climate change on a local level. The distinction was made in the Cities100 report distributed by Sustania, a sustainable development firm based in Copenhagen, Denmark.

The honor -- which comes after a competitive application process -- comes as Mayor William Peduto is joining a global coalition of city leaders dedicated to taking climate action this week in Paris, in conjunction with the international COP21 climate conference.

Mayor William Peduto announced that the City of Pittsburgh Department of City Planning has selected a team led by Interface Studio LLC to provide consulting services for the Uptown EcoInnovation District plan.

“Uptown has great assets to build from. Empowerment, innovation, involvement, culture, and connections—these things are already there. For years, the neighbors have developed those assets themselves. With this plan and a broad group of stakeholders to support it, the long-term vision for Uptown as a sustainable and equitable place is within reach,” Mayor Peduto said.

Interface Studio LLC is a planning and urban design practice based in Philadelphia, PA. Their ability to blend research, analytical thinking, design, and engaging graphic communication has been recognized with five APA National Planning Awards as well as an ASLA National Landscape Honor Award. To realize the full potential of the Uptown EcoInnovation District Plan, Interface Studio has teamed with Stoss Landscape Urbanism, Sam Schwartz Engineering, Mondre Energy, Sci-Tek Consultants, Ninigret Partners, and Duane Morris Government Strategies.

Interface Studio LLC Founder Scott Page said, “Our team is thrilled to begin work with the City and their partners in developing a strategy for the Uptown EcoInnovation District. This is a unique opportunity to create an attractive place for innovation and entrepreneurship to thrive that is both inclusive and environmentally sustainable.”

This team brings significant experience in sustainability, economic development, transportation, innovation, urban ecology, and energy to this project. Also, the team backs their experience with expertise in the financial modeling required to bring projects to implementation. With a transparent and fun public engagement process, the team intends to build trust among local stakeholders and to create opportunities for the community to have real authorship and ownership of this plan.

“We are excited to be working with a team that is truly innovative in its approach to engaging the community in a robust, deliberative dialogue to shape Uptown’s future,” Project Planning Director Ray Gastil said.
